Since the snake may have misjudged the extreme stupidity of humans, no, the snake cannot be faulted for the fact that Coots' faith was somehow flawed at that moment.
But, on the other hand, if the snake can be proven a descendant of the Edenic one, then it was Satan who's to blame.

So is Coots stupid, or was the snake stupid for making a martyr of him? Isn't anyone concerned whether or not the snake survived the bite? I'm concerned that there might be a transfer of mad human disease.

I did not see any mention in the story if anyone even thought of bringing the snake to the vet to see if it had contracted stupidity from the human tormentor. That is one little spoken of tragedy. Our poor reptilian friends often do not survive the antics of those maniacs. It is things like this that cause snakes to view humans as evil. Look it was a Human in the Garden of Eden that brought about the downfall of snakes. We only get the human side of the story, the serpent suffered way more than the humans did.
